Chapter 3 starts off by addressing the growth of the executive power over the years. In the 1800's there were many problems to face, like the "population growth, and Industrial Revolution; the growing amount of legislation that favored private interest; and a mounting load of state indeptness"(51). Which is why the executive branch begin to accumulate more power during that time. But focusing on our present time today, their are some side affects to many old Constitutions. According to Ann O'M. Bowman many states that have very old constitutions seem to have trouble understanding them. This is do to the old language that is no longer spoken, and the misunderstanding of some words.
