Topic # 4

Chapter 3 starts off by addressing the growth of the executive power over the years. In the 1800's there were many problems to face, like the "population growth, and Industrial Revolution; the growing amount of legislation that favored private interest; and a mounting load of state indeptness"(51). Which is why the executive branch begin to accumulate more power during that time. But focusing on our present time today, their are some side affects to many old Constitutions. According to Ann O'M. Bowman many states that have very old constitutions seem to have trouble understanding them. This is do to the old language that is no longer spoken, and the misunderstanding of some words. The constitutions need to be translated into modern language for people to understand. Also these constitutions are made for people living at the time that the constitution was publish not now. This problems we have no are not the problems that citizens had back than. Apart from the constitutions being difficult, they are excessively long. Many articles are too long for anyone to want to read. These Constitutions need to be updated constantly and modernized because this world keeps changing everyday and we need a constitution that will keep up with it.

For starters I would like recognize the fact that over the years the interest in politics has increased. I feel like back in time not many people cared about the presidency or elections. Or in some cases people were not allowed to vote. In the past, " restrictions based on property ownership and wealth, woman, blacks, and native americans were denied the right to vote" (72); only white male were allowed to vote. Topic 5:

Blog: How are California’s State Legislature and/or local governments using their power to preserve state and local values in the face of conflicting Federal policies? "Legislators engage in three principal functions: Policymaking, representation, and overnight.. the twenty-first century found legislator debating such issues as a budget shortfalls, health care, higher education, and alternative energy sources" (119). This chapter focuses on the issues that a legislator deals with and the role of being a legislative leader. A legislative is a place where law are discussed and taken into account to make the state better and improved. As stated in the chapter, some of the issues that are discussed are bettering schools. This issue ties back to my volunteer work at the Boys and Girls Club because I am working with children. I am so working in a community that is located in a low income community and could use some government help to improve their education skills and schools...

Question: Why is there tension between the state and the local levels of government? In what ways is this tension healthy for our political system overall? The reason for why tension exists between the state and local government is because of the revenue sharing idea. Revenue Sharing gives states and localities greater flexibility in program spending and decision making. This new remedy allows states and locals to make decisions for themselves, and what they believe is best for their state or cities. Only citizens who are living in a city know about the problems they have to face daily. A local level of government are more involved in specific issues because they are dealing with a smaller population. As for the state, they work with broader,  bigger issues.
