Question: Why is there tension between the state and the local levels of government? In what ways is this tension healthy for our political system overall?
The reason for why tension exists between the state and local government is because of the revenue sharing idea. Revenue Sharing gives states and localities greater flexibility in program spending and decision making. This new remedy allows states and locals to make decisions for themselves, and what they believe is best for their state or cities. Only citizens who are living in a city know about the problems they have to face daily. A local level of government are more involved in specific issues because they are dealing with a smaller population. As for the state, they work with broader, bigger issues. Their problems may be the same yet still different. For example, same sex marriage at local city like San Fransisco choses to stand for LGBT rights. Same sex marriage is encouraged all over SF. You can see the same sex marriage flag mostly everywhere. As for a state, they are dealing with a higher population, which means some people will be unhappy with whatever decision is made because the state cannot keep everybody happy. There are some cities who do not approve same sex marriage and some who won't. Which is where the tension between the state and the local begin. These begin to contradict each other because the state will do what most of the population agree and the locals are worried about their opinion. Locals will begin to feel like they are not being herd by the state and the state does not understand them.
